Brunei Payment Systems Explained: RTGS, ACH & tarus

Brunei got its first true instant payment system in March 2025. Here's what changed.

The short version

Brunei's payment infrastructure is overseen by the Brunei Darussalam Central Bank (BDCB) and structured around the National Payment and Settlement System (NPSS):

  • RTGS — the BDCB's real-time gross settlement system, launched November 2014, for large-value and urgent interbank payments.
  • ACH (Automated Clearing House) — for non-urgent, lower-value batch payments, launched May 2016, capped at BND 100,000 per transaction.
  • CSD (Central Securities Depository) — for electronic registration and settlement of government securities, launched 2017.
  • tarus — Brunei's new instant payment system, publicly launched in March 2025 by National Digital Payments Network Sdn Bhd (ndpx), enabling real-time transfers between participating banks and e-wallets using simple identifiers like phone numbers.

RTGS — large-value, urgent, and ASEAN's first fully ISO 20022-compatible system

Brunei's RTGS system came into operation in November 2014, built jointly by the then-Autoriti Monetari Brunei Darussalam (renamed BDCB in 2021) and the Brunei Association of Banks. At launch, it was notably the first RTGS system in ASEAN to be fully compatible with ISO 20022 messaging — a genuinely early adoption relative to regional peers.

  • Settlement type: Real-time gross settlement (RTGS) — individual, immediate
  • Speed: Almost immediate once approved, before the daily cut-off time (typically around midday on business days, varying by bank)
  • Value tier: Large-value and urgent interbank payments — used for transfers where amount or urgency justifies bypassing ACH's next-day batch cycle
  • What it's used for: Large corporate transfers, urgent interbank payments, and the settlement layer underneath the broader National Payment and Settlement System

ACH — batch clearing capped at BND 100,000

The Automated Clearing House, introduced in May 2016, handles cheque clearing and direct credit transactions for non-urgent, lower-value payments. It reduced Brunei's cheque clearing cycle from four days to two, and gave customers and businesses a structured way to transfer money, process payroll, and pay bills without needing RTGS-level urgency.

  • Speed: Requires one working day to credit the beneficiary's account

tarus — closing the everyday-transfer gap, launched March 2025

Before tarus, Brunei had no dedicated instant payment rail for everyday, lower-value transfers between banks or e-wallets — as ndpx put it at launch, interbank transfers "primarily rel[ied] on systems like the Real-Time Gross Settlement System, which is designed for large-value payments," leaving a genuine gap for routine person-to-person and small business transactions. tarus fills that gap: it operates as back-end infrastructure enabling instant fund transfers between participating banks and e-wallets, 24/7, using simple identifiers like phone numbers rather than full account details — structurally similar to PayNow, DuitNow, or PromptPay in the wider region, just several years behind their initial launches.

At launch, five platforms had onboarded to tarus, with Baiduri, BIBD, and ThreeG Media's Pocket expected to join in subsequent phases — meaning coverage was still expanding as of its 2025 rollout rather than universal from day one.

What this means if you're moving money in and out of Brunei

Brunei's payment infrastructure is mid-transition: RTGS and ACH have handled the country's interbank payments for a decade, and tarus is the new instant layer specifically designed to serve everyday transfers neither of the older systems suited well. Because tarus was still onboarding participating banks and e-wallets in its early rollout phases, coverage should be verified per-institution rather than assumed universal — a meaningful difference from more mature real-time rails elsewhere in the region where near-total bank participation can generally be assumed.

Brunei is also actively developing a broader Digital Payment Hub, pursued by the same operator behind tarus, with cross-border ambitions including an ASEAN QR Code initiative — worth watching for anyone planning payment infrastructure in Brunei with a multi-year horizon.
