Position: Country Risk & Compliance Manager – Japan

Role Overview

DSGPay’s Japan operations are conducted under a Japanese Financial Services Agency (JFSA) Type II Fund Transfer Service Provider license, and are subject to applicable Japanese financial, AML/CFT, and regulatory requirements, including obligations under the Payment Services Act and the Act on Prevention of Transfer of Criminal Proceeds.
The Country Risk & Compliance Manager – Japan is the designated local officer responsible for ensuring DSGPay’s Japan-facing activities meet all licensing, AML/CFT, and conduct obligations attached to the Type II Fund Transfer Service Provider registration. The role works closely with the local CEO and Global Head of Risk & Compliance and business units to ensure risks associated with JFSA regulatory obligations, industry standards, and business operations are effectively managed within the Company’s risk appetite. The position supports the development and maintenance of enterprise risk frameworks, oversight of both compliance-related and broader business risks, risk reporting to senior management, and the integration of sound risk management practices across DSGPay’s Japan operations.

Licensing Requirement (Japan) — Critical

This role carries a statutory registration requirement under DSGPay’s JFSA Type II Fund Transfer Service Provider license. The successful candidate will be named to the JFSA as the responsible local compliance/AML officer for DSGPay’s Japan Fund Transfer Service business.
• Must hold, or be immediately eligible to hold, the compliance/AML officer designation required under a JFSA Type II Fund Transfer Service Provider registration.
• Willingness to be formally named to the JFSA as the local officer responsible for the Fund Transfer Service license.
• Must maintain the registration/designation in good standing for the duration of engagement and disclose any change in regulatory status immediately.
• Working knowledge of JAFIC (Japan Financial Intelligence Center) reporting obligations and Japan’s AML/CFT framework as applied to fund transfer service providers.

Job Requirements

Risk Identification & Assessment 

  • Conduct enterprise-wide risk assessments to identify operational, financial, strategic, and compliance risks specific to the JFSA Type II Fund Transfer Service license. 
  • Analyze internal and external data to assess risk likelihood and potential impact for DSGPay’s Japan business.

Risk Monitoring & Reporting 

  • Maintain and regularly update the central risk register and risk indicators for the Japan entity. 
  • Support preparation of risk reports for senior management, Board members, and key stakeholders, including regulatory reporting to the JFSA. 

Risk Mitigation & Control 

  • Design, implement, and maintain Japan-specific AML/CFT policies, KYC/CDD procedures, and sanctions screening processes, aligned with group-wide compliance standards. 
  • Support the Global Head of Risk & Compliance in developing risk mitigation strategies, policies, and procedures for the Fund Transfer Service license. 
  • Assist business teams in integrating risk management practices into daily operations. Compliance & Regulatory Risk 
  • Serve as the primary liaison with the JFSA, JAFIC, and any other relevant Japanese regulatory or law enforcement bodies. 
  • Review and file suspicious transaction reports (STRs) and other statutory regulatory filings within required timeframes. 
  • Support license maintenance, renewals, and regulatory examinations/inspections relating to the Type II Fund Transfer Service registration. 
  • Monitor emerging laws, regulations, and industry trends affecting DSGPay’s Japan risk exposure and license conditions. 

Risk Awareness & Training 

  • Facilitate risk and AML/CFT workshops and training sessions for Japan-based or Japan-facing staff to promote risk awareness. 

Basic Qualifications 

  • Bachelor’s degree in Law, Compliance, Business, Finance, or a related field (Master’s or professional certification in compliance or AML/CFT is an advantage). 
  • Eligible to hold, or currently holding, the compliance/AML officer designation required under a JFSA Type II Fund Transfer Service Provider license. 
  • 5-7 years of experience in banking, payments, or financial services, preferably within a compliance function and ideally with prior experience as a named/designated compliance officer with a Japanese regulator. 
  • Strong desire to learn, grow, and develop within the compliance and regulatory field. Excellent analytical abilities with strong written, verbal, and interpersonal communication skills. 
  • Native or fluent Japanese, with strong working proficiency in English (this role reports into an English-speaking regional compliance function). 
  • Comfortable working in a multicultural environment, operating autonomously in a part-time capacity, and adapting to diverse challenges.
